Four people are facing murder charges in Pearland after a 35-year-old man was shot dead outside an apartment complex in the early hours of Sunday, November 1, in a disturbance that police say began at the home of a suspect's former girlfriend, spilled down from a second-storey balcony, and ended with gunfire beside the complex pool. The victim was identified by police as Shane Chambers, 35. Officers who arrived to find him wounded tried to save his life at the scene, but he died where he fell, the Pearland Police Department said. All four suspects were stopped in a vehicle as they allegedly tried to leave the area and were charged after investigators consulted the Brazoria County District Attorney's Office. The charges are allegations; all four are presumed innocent unless proven guilty in court.

Pearland police were dispatched at approximately 4:56 a.m. on Sunday to an apartment complex in the 2400 block of Business Center Drive, in Brazoria County, following reports of a disturbance near the pool area and shots being fired, according to the department. Business Center Drive sits just west of State Highway 288 and near Magnolia Road, on the Houston side of Pearland — the stretch of subdivisions and apartment complexes along the SH 288 corridor that carries much of the city's commuter traffic toward downtown Houston. KPRC 2 independently reported the same response: officers reaching Business Center Drive near SH 288 and Magnolia Road around 5 a.m. after a disturbance report near an apartment complex swimming pool, with a 35-year-old man shot and four people arrested.

How police say the disturbance unfolded
According to the department's preliminary findings, Jamica Delance Scott, 32, arrived at an apartment where his former girlfriend lived and became involved in a disturbance there. During the confrontation, two men who were inside the apartment attempted to escape by jumping from a second-storey balcony, investigators said. Police say Scott subsequently went downstairs and, at some point, fired a gun, striking Chambers. How Chambers came to be outside the apartment, and what his connection was to the people inside, has not been detailed by police; the department has described the sequence only in preliminary terms, and it has not been tested in court.

While officers were responding, they learned that a vehicle carrying individuals believed to be involved in the shooting was attempting to leave the area. Police located the vehicle, conducted what they described as a high-risk traffic stop, and detained all four occupants. Officers arriving at the complex found Chambers suffering from a gunshot wound and immediately began lifesaving measures; despite their efforts, he died at the scene. No other injuries were reported in the department's account.

The four accused and the charges
After the shooting, Pearland police investigators consulted with the Brazoria County District Attorney's Office, and all four people detained in the traffic stop were arrested and charged in connection with Chambers' death. Jamica Delance Scott, 32, faces three charges: first-degree felony murder in the commission of a felony; third-degree felony unlawful possession of a firearm by a felon within five years of release; and first-degree felony burglary of a habitation with intent to commit a felony other than theft. Jamon Delance Scott, 30, faces the same three charges, including murder as a party to the offence. James Undra Cooper Jr., 35, also faces charges of felony murder, unlawful possession of a firearm by a felon within five years of release, and burglary of a habitation with intent to commit a felony other than theft. Shanel Janaye Carter, 32, faces two first-degree felony charges: murder in the commission of a felony, as a party to the offence, and burglary of a habitation with intent to commit a felony other than theft. Police said Jamon Scott, Cooper and Carter were identified as parties to the murder offence based on their suspected involvement.

Texas charges reflect two ideas readers outside the state often miss. A felony-murder charge alleges a death was caused in the course of committing another felony — here, police pair it with a burglary-of-a-habitation charge. And Texas's party liability means a person alleged to have participated in the underlying offence can be charged with the murder even if police do not allege that person fired the shot. Only one of the four — Jamica Scott — is alleged by police to have fired the gun. These are the prosecution's theories at the charging stage, not findings by a court.

The place: Pearland on the SH 288 corridor
Pearland is one of the Houston area's fastest-grown suburbs, a city of well over 100,000 people spread across Brazoria County and into Harris and Fort Bend counties, built out along the State Highway 288 corridor that runs from the Texas Medical Center and downtown Houston south toward Angleton and the Gulf Coast. The Business Center Drive and Magnolia Road area is a typical piece of that growth: apartment complexes, offices and retail serving commuters who drive SH 288 daily. The corridor is also a working route for a large number of Houston-area truckers and warehouse workers, including many Punjabi families settled across Pearland, Manvel, Fresno and the wider Brazoria County suburbs — readers for whom a 5 a.m. shooting at a residential complex on a Sunday is neighbourhood news, not a distant headline.

What happens next
The investigation remains active and ongoing, Pearland police said, and the department has not yet released bond amounts, first court appearance dates, or any statement from the accused, none of whom could be reached through police accounts. The next steps in a Brazoria County felony case are booking and a magistrate's bond hearing, followed by presentation to a grand jury, which must indict before a first-degree felony case proceeds to trial. The burglary and firearm-possession charges will also turn on evidence about how the group entered the apartment and about the firearm's history — details investigators have not yet made public. Awaaz Punjab will update this story when bond and court dates are released and when police publish any further account of what happened inside the apartment.
