King County prosecutors charged two men on Monday, October 19, with first-degree murder in the September 20 fatal shooting of Abraham Logan, 31, in Des Moines, Washington, according to court documents reported by The Waterland Blog and 570 KVI.
Derrick Laquan Stell Jr., 29, and his uncle, Keenan Deshawn Stell, 42, each face a first-degree murder charge with a firearm enhancement. Prosecutors also charged Derrick Stell with first-degree unlawful possession of a firearm and Keenan Stell with second-degree unlawful possession, alleging that prior convictions barred both men from possessing guns.
According to a probable-cause statement by a Des Moines police detective, Logan had spent the evening with family — a birthday gathering and dinner — and was walking toward a parked vehicle around 1:54 a.m. on September 20 in the 22300 block of Marine View Drive South when an altercation broke out outside the nearby All-Star Bar, where a man was pushed and punched. Logan's family told investigators they believed he verbally tried to stop the assault. His wife heard him say, "He's got a gun!" before he ran north toward his vehicle.
Surveillance footage described in the filing shows Logan running in the street's center turn lane and briefly raising his hands while two men chased him with what appeared to be handguns. He was found outside a closed auto repair business at 22231 Marine View Drive South, where people were attempting CPR. He died at the scene despite lifesaving efforts. The King County Medical Examiner's Office identified him as Abraham D. Ferrell Logan and ruled his death a homicide caused by multiple gunshot wounds. Investigators recovered 17 fired 9mm shell casings at the scene, according to the filings.
Arrest records in the filings list Keenan Stell's arrest in Auburn on October 15 and Derrick Stell's arrest later that day at a South Seattle address. Prosecutors requested that Derrick Stell be held without bail, arguing a conviction could be a third strike carrying a mandatory life sentence, and said a judge had set Keenan Stell's bail at $3 million at his first appearance.
The charges are allegations. Both men are presumed innocent unless proved guilty in court. Sources: The Waterland Blog / B-Town Blog (King County court documents); 570 KVI; FOX 13 Seattle reporting via Ghanamma.
