Operation Toofan has three components — Toofan Strike for enforcement, Toofan Volunteers for public participation and Toofan Care for rehabilitation — and officials said the second phase will take it to gram panchayats, municipalities and corporations, with Toofan Grama Sabhas in every ward and a 'Toofan Eyes' project to install CCTV cameras in government schools linked to police stations.
