CHANDIGARH, Nov 5 — Punjab government employees and pensioners on Thursday rejected Chief Minister Bhagwant Mann's announcement of a 3 per cent dearness allowance (DA) hike, calling it inadequate, and announced a month-long agitation beginning November 13, IANS reported. The decision, taken by the Joint Coordination Committee of Employee and Pensioner Unions, escalates the standoff between the Aam Aadmi Party (AAP) government and its own workforce months ahead of the Punjab assembly elections.

The committee represents nearly four lakh serving government employees and 3.5 lakh pensioners, according to IANS. Union leaders Sukhchain Khera and Gurnam Singh Virk said the latest DA revision failed to address the unions' principal grievances, and representatives also contested the government's claims about outstanding DA instalments and the actual financial benefit reaching employees.

Thursday's rejection is a direct response to the hike the Chief Minister announced at a Chandigarh press conference on Wednesday, which Awaaz Punjab reported when it was made. Read the earlier development: Mann announces 3% DA hike, cumulative DA at 53%
The agitation programme: Sangrur first, then MLAs' homes
The agitation will open with an indefinite sit-in in Sangrur town from November 13 to 19, with the unions deliberately shifting the protest venue from Chandigarh to Sangrur, IANS reported. From December 1 to 5, employees and pensioners plan demonstrations outside the residences of all 91 AAP MLAs across their constituencies, accompanied by effigy burnings. On December 6, protesters plan to immerse the ashes of those effigies in the Budha Nullah in Ludhiana. The month-long programme culminates in a human chain from Shambhu to Amritsar on December 13. The Unmute, reporting the same programme, said the unions affirmed the demonstrations will continue until their key demands are addressed.

What the unions are demanding
The unions' demands, as stated by Khera and Virk and reported by IANS, include implementation of the Old Pension Scheme (OPS), release of the remaining 10 per cent DA, payment of pending DA arrears, implementation of the Sixth Pay Commission recommendations, restoration of old pay scales and allowances, and withdrawal of government policies the unions argue adversely affect service conditions. The Unmute put the official estimate of the annual outlay for the government's recent DA adjustments at approximately Rs 3,988 crore, while noting the unions maintain the adjustment does not meet their core expectations on OPS, arrears and the Pay Commission.

The government's position
Chief Minister Mann announced the 3 per cent hike on Wednesday, describing it as a 'Diwali gift' for employees and pensioners. The government noted that DA has been raised by 11 percentage points over the past two months, including an earlier 8 per cent hike, and that the enhanced allowance will be reflected in November salaries and pensions, payable in December. No fresh government response to Thursday's rejection and agitation announcement had been reported at the time of publication.

The DA dispute is also running through the courts. The Punjab and Haryana High Court had issued a contempt notice to Chief Secretary K.A.P. Sinha in the DA arrears matter, and on Thursday the Supreme Court stayed the criminal contempt proceedings against the Chief Secretary and other officials — a separate development Awaaz Punjab reported earlier today. A different union, the Punjab State Ministerial Services Union, is separately holding a two-day pen-down strike on November 5 and 6 over demands including OPS restoration and DA parity.

What is solid
- The Joint Coordination Committee of Employee and Pensioner Unions rejected the 3% DA hike on November 5 and announced the November 13–December 13 agitation programme set out above (IANS, reported by Nation Press and Hi India; independently reported by The Unmute)
- CM Bhagwant Mann announced the 3% hike on November 4 as a 'Diwali gift'; cumulative DA stands at 53%, up 11 points in two months, payable with November salaries in December (IANS)
What is only claimed
- Union leaders say the hike leaves the remaining 10% DA, arrears, OPS and Sixth Pay Commission demands unaddressed and dispute the government's account of instalments and benefit — these are the unions' stated positions, attributed, not findings of fact
- The Rs 3,988 crore annual-outlay figure for the recent DA adjustments is reported by The Unmute as an official estimate; it was not in the IANS report
The indefinite Sangrur sit-in opens on November 13. Watch for a government response or talks offer before then, and for whether the December 1–5 demonstrations outside all 91 AAP MLAs' residences proceed as announced — the unions say the programme runs until their demands are addressed.
