FORT BRAGG, California — A two-vehicle crash on Highway 20 east of Fort Bragg left one car fully engulfed in flames about 50 feet down an embankment, seriously injured a 19-year-old driver who was flown to hospital, and led to a driving-under-the-influence arrest on the evening of Tuesday, November 3, according to the California Highway Patrol (CHP). The CHP classified the collision as a major-injury crash, and the cause remains under investigation.

The crash was reported at 6:41 p.m. near mile marker 10.10 on Highway 20, about 11 miles east of Fort Bragg in Mendocino County, the CHP said. It involved a 2005 GMC Yukon and a 2021 Subaru Legacy. The Subaru was fully engulfed in flames and came to rest about 50 feet down an embankment; CHP logs first logged the call as a car fire before it was upgraded to a major-injury traffic collision. Each vehicle carried only its driver — neither car had a passenger.

The GMC's driver, Trevor Aaron Morgan, 19, of Fort Bragg, suffered major injuries and was flown to Adventist Health Ukiah Valley hospital in Ukiah, the CHP said. The Subaru's driver, Joshua Matthew Robertson, 53, also of Fort Bragg, had possible minor injuries and was taken by road to Adventist Health Mendocino Coast Hospital in Fort Bragg. Tow services from Fort Bragg and SR1 Tow were called to recover the damaged vehicles.

What the CHP says — and the family's dispute

Morgan was arrested on suspicion of driving under the influence of a drug, a violation of California Vehicle Code section 23152(f), according to the CHP. That is an allegation, not a conviction: a suspicion-of-DUI arrest is the start of a legal process, and Morgan is presumed innocent unless the charge is filed and proved in court. The CHP has not announced what substance it suspects, and the cause of the collision itself remains under investigation.

The arrest account is disputed. In an editor's note added at 9:42 p.m. on November 4, Mendo Local reported that a woman identifying herself on Facebook as Naomi Ruth, Morgan's mother, contacted the outlet to say her son has not been arrested and that the information provided by the CHP is wrong. Awaaz Punjab is reporting both versions exactly as they stand: the CHP's statement, carried by Mendo Local, and the family's denial, also carried by Mendo Local. No court filing in the case had been reported as of publication.

Highway 20 was closed for about 30 minutes after the crash, then ran under one-way traffic control for roughly another hour before the westbound lane reopened, Mendo Local reported. The CHP, the Mendocino County Sheriff's Office and CAL FIRE all responded to the scene.

The road, the law and why this stretch matters

Highway 20 is the main east-west road out of Fort Bragg, climbing from the Mendocino coast through forested, winding terrain toward Willits and U.S. Highway 101. For coastal residents it is a lifeline route — the road ambulances, supply trucks and commuters use to reach inland hospitals and services — so even a one-hour restriction funnels every vehicle through a single controlled lane. Tuesday's crash happened after dark, at 6:41 p.m., on the Whiskey Springs stretch of the highway in Mendocino County.

California Vehicle Code section 23152(f) makes it unlawful to drive under the influence of any drug. Unlike the familiar 0.08 percent alcohol limit, drug-DUI cases typically rest on officer observations, field evaluation and toxicology testing, and prosecutors must still decide whether the evidence supports filing the charge the CHP has alleged. If a complaint is filed, the case would proceed in Mendocino County Superior Court, where an arraignment would set the first hearing date.

What happens next

The CHP says the cause of the collision remains under investigation. Watch for: (1) whether the Mendocino County District Attorney files a DUI complaint on the section 23152(f) allegation; (2) any CHP update reconciling its arrest account with the family's denial; and (3) the injured drivers' conditions, which neither hospital had publicly detailed as of publication.

For Punjabi and other diaspora families across California's North Coast and Central Valley — including truck drivers who run Highway 20, U.S. 101 and Highway 99 after dark — the crash is a reminder of how quickly a single evening collision on a two-lane mountain road can close the only route in and out of a coastal town. The CHP has not issued a separate advisory for the stretch, and the highway had fully reopened by later Tuesday evening.
