The European Commission disbursed 4.36 billion euros to Ukraine on Thursday under the European Union's Ukraine Support Loan, the Commission announced in Brussels on November 5 — money for Kyiv's state budget and its urgent defence needs, paid on the same day Ukraine and its partners sat down at NATO headquarters for a second day of talks on post-war security guarantees.

The payment splits two ways, the Commission said: 3.7 billion euros is macro-financial assistance (MFA) for Ukraine's budget, and a further 658 million euros comes under the defence leg of the loan. In dollar terms the package is about $4.9 billion — yaani lagbhag 4.9 billion dollar (roughly 44,000 crore rupees at current rates) — drawn from a support loan worth up to 90 billion euros, about $101 billion.

Commission President Ursula von der Leyen said: "As Russia continues its relentless attacks, Ukraine is about to start its fifth wartime winter. And as efforts to achieve a just and lasting peace for Ukraine continue, so too does the EU's unwavering support. With today's €4.36 billion disbursement, we are helping Ukraine provide essential public services and address its urgent defence needs."

The budget money was not automatic. The Commission said the second MFA tranche was released after Ukraine met all 12 agreed political conditions, including legislation to tax income earned through digital platforms, the removal of the VAT exemption for low-value commercial imports in parcels, and improved tax compliance. Ukraine's Prime Minister Serhii Koretskyi said the funds would strengthen defence capabilities and keep the state's finances stable, and thanked von der Leyen, Economy Commissioner Valdis Dombrovskis and member states.

Thursday's payment and talks are the follow-through on the Brussels meetings Awaaz Punjab previewed on Tuesday, when the Commission confirmed the two-day format — a Commission-hosted prosperity session, then a NATO-hosted guarantees session — a week before the Abu Dhabi trilateral round. Day two in Brussels: guarantees, not just money

While the money moved, the diplomacy moved buildings. Talks resumed on Thursday at NATO headquarters on Ukraine's postwar reconstruction, funding for 2027 and security guarantees backed by Kyiv's Western allies, the Associated Press reported. Ukraine's lead negotiator Rustem Umerov said the second day's discussions involved officials from the United States, the United Kingdom, France, Germany, the European Union and NATO, with the World Bank and the US investment group BlackRock attached to the reconstruction track begun on Wednesday.

The second session sat at the NATO Secretary General's residence and brought together security advisers on what guarantees could be offered if a ceasefire comes, Rapporteur reported. Umerov, who leads Kyiv's delegation, said afterwards: "It is crucial for Ukraine that these security guarantees serve as a genuinely effective system, rather than merely a political declaration." Ukraine also convened an extraordinary Ukraine-NATO Council meeting at ambassador level, chaired by NATO Secretary-General Mark Rutte, Ukraine's mission to NATO said.

The funding argument is not finished. The Kyiv Independent reported that tranches of the 90 billion euro loan are unlocked as Ukraine completes reforms required by the EU and the International Monetary Fund, that the EU has set out how 45 billion euros earmarked for 2027 will likewise be tied to reform work, and that — to plug a remaining hole in Kyiv's finances — the Commission is preparing an options paper while third countries are urged to make pledges of their own. Dombrovskis said the disbursement showed Ukraine's "continued commitment to EU accession and to strengthening its economic resilience."

What is solid

  • The European Commission disbursed €4.36 billion to Ukraine on Nov 5 — €3.7 billion in macro-financial assistance plus €658 million under the defence leg of the €90 billion Ukraine Support Loan (Commission press release IP/26/2349)
  • The MFA payment is the second of three scheduled for 2026 and followed Ukraine meeting 12 agreed conditions (Commission)
  • A second day of Brussels talks on security guarantees took place Thursday at NATO level with Ukraine, the US, the UK, France, Germany, the EU and NATO involved (AP; Rapporteur)

What is only claimed

  • No text of any security guarantee was agreed or published on Thursday — Umerov said only that work continues and further details and next steps will be announced later (Rapporteur)
  • Ukraine presented its estimate of the war's 2027 cost and the deficit to be closed in Brussels, but no figures from that presentation have been published (Baltic Security Monitor summary of Umerov's account)
  • One Russian-state-media account of Wednesday's session said US representatives joined remotely rather than travelling to Brussels; the AP and Rapporteur accounts describe US officials as participants without settling how each attended

What happens next

The Brussels pair of meetings was explicitly preparatory: negotiators from Ukraine, Russia and the United States meet in Abu Dhabi on November 10-11 for the first trilateral round since February, and the guarantees and reconstruction frameworks worked on this week are Kyiv's and Europe's homework for that table. On the money, 25.2 billion euros of EU financial support remains available to Ukraine for the rest of 2026, the Commission said — provided the reform conditions keep being met.
