Foreign airlines operating from Chhatrapati Shivaji Maharaj International Airport (CSMIA) in Mumbai have recommended shifting select international services to Navi Mumbai International Airport (NMIA) on a destination basis during the redevelopment of Terminal 1 (T1), sources said. Why Terminal 1 has to empty

Terminal 1 was commissioned in 1964 and has a designed capacity of 15 million passengers a year, and is facing severe safety and structural vulnerabilities, IANS reported. The first phase of demolition is scheduled to begin in April 2027, with redevelopment in phases and the new Terminal 1 targeted for completion in December 2030, when its capacity is expected to rise to 20 million passengers a year. Airlines whose flights move temporarily have been assured their slots will be restored at CSMIA after the rebuild.

How the Indian carriers move first

IndiGo has said it will progressively move 12 daily international departures to NMIA between February and July 2027. The Air India Group has said Air India Express will start four daily domestic flights from NMIA in December 2026, followed by selected international services to West Asian destinations from January 2027, and Akasa Air has announced plans to shift its Mumbai-Jeddah operations, according to the reports. The 14 destinations identified for consolidation are Bahrain, Dammam, Dhaka, Doha, Fujairah, Jakarta, Jeddah, Kathmandu, Kuwait City, Madinah, Muscat, Ras Al Khaimah, Riyadh and Sharjah.

Not every foreign carrier has signed up yet

The recommendation is not yet a final commitment by every foreign airline. Some carriers have sought more clarity on the transition and on supporting infrastructure at Navi Mumbai, and final arrangements will depend on consultations between the airport authorities, airlines and the Civil Aviation Ministry. For passengers - including the large Punjabi diaspora traffic that connects through Mumbai to Gulf destinations such as Doha, Jeddah, Riyadh, Muscat and Sharjah, and to Kathmandu and Dhaka - the practical change is to check which of the two Mumbai-region airports their flight uses from the 2027 summer schedule onward.
