A Henry County police officer shot and killed a 16-year-old boy in Stockbridge on Tuesday evening, November 3, and the investigation has been handed to the Georgia Bureau of Investigation, the state agency that independently examines most officer-involved shootings in Georgia. The GBI issued its preliminary account on Wednesday, November 4, at the request of the Henry County Police Department, and Atlanta News First (WGCL) reported the bureau being called in on Tuesday night and Wednesday. No officer was injured. In line with the GBI's own release — which does not name the teenager — and Awaaz Punjab's minor-safety rule, this report identifies him only by age and city: a 16-year-old in Stockbridge. Everything in the sequence below is the GBI's preliminary account, which the bureau itself stresses is subject to its full investigation; it is not a final finding about whether the shooting was justified.

What the GBI says happened in the parking lot

Preliminary information, the GBI says, indicates that at approximately 6:33 p.m. on Tuesday, a Henry County officer saw two teenagers — a 16-year-old and a 17-year-old — in the parking lot of the Krispy Kreme at 120 Highway 138 West in Stockbridge. The officer approached the teenagers and spoke with them briefly, then gave verbal commands for the 17-year-old to take his hands out of his pockets. At that point, the bureau says, the 17-year-old passed a handgun to the 16-year-old, and the 16-year-old ran from the area with the gun. The officer pursued him on foot and gave verbal commands for him to drop the gun. The 16-year-old did not drop the gun, and the officer shot at him, hitting him, the GBI says. Medical aid was provided at the scene, but the teenager was pronounced deceased there. A gun was recovered at the scene. The GBI release does not name the officer, does not say how many shots were fired, and does not describe any body-camera or shop-video evidence — those are among the questions its investigation is expected to answer.

Who investigates the investigator's own county — and why the GBI

The Henry County Police Department asked the GBI to investigate, which is the standard Georgia arrangement: when a local officer uses deadly force, an outside state agency builds the factual record so that the charging decision is not made on the home department's own work. The GBI says it will conduct an independent investigation, and once it is complete the case file will be turned over to the Henry County District Attorney's Office for review. It is the district attorney — not the GBI and not the police department — who will decide whether the shooting was legally justified under Georgia law or whether any charge follows. The bureau's November 4 release is explicitly preliminary: agents typically interview the officer and witnesses, collect the recovered gun and shell casings, and pull any available video before the file moves.

What is — and is not — known yet

Known from the GBI release: the time (about 6:33 p.m., Nov. 3), the place (120 Highway 138 W, Stockbridge), that a handgun was passed between the teenagers and recovered at the scene, that the officer pursued on foot and ordered the gun dropped before firing, that medical aid was given, and that no officer was injured. Not yet public: the officer's name, the number of shots, whether body-camera or store video exists, what the 17-year-old's status is, and any account from the teenagers' families. Awaaz Punjab will not fill those gaps with speculation.

The place: Highway 138 in Stockbridge

Highway 138 is one of Stockbridge's main commercial corridors in southern Henry County, south of Atlanta — a strip of fast-food outlets, shops and parking lots that draws teenagers and families in the early evening, which is exactly when, at 6:33 p.m. on a Tuesday, this encounter began in a doughnut-shop lot. That setting is why the case will be watched closely locally: it did not begin with a call about a robbery or a shooting in progress, on the facts released so far, but with an officer approaching two teenagers in a public parking lot and speaking with them briefly. What was said in that brief conversation, and why the officer approached them, are not described in the GBI release and are central questions for the investigation.

The second teenager and the recovered gun

The GBI says a gun was recovered at the scene — the bureau's account is that it was passed from the 17-year-old to the 16-year-old moments before the foot pursuit. The release does not say whether the 17-year-old was detained, arrested or released, and it does not describe the gun beyond calling it a handgun. Under Georgia practice, the recovered weapon's history — its make, whether it was reported stolen, and how two teenagers came to have it — will form part of the GBI file, but none of that has been released yet, and this report does not guess at it. No allegation against the 17-year-old has been announced by any agency as of the bureau's November 4 release.

What happens next, and how to give information

The GBI says its investigation is active and ongoing. Anyone with information is asked to call the GBI Atlanta Regional Investigative Office in Conyers at 770-388-5019; anonymous tips can be submitted at 1-800-597-TIPS (8477), online through the bureau's tip portal, or through the See Something, Send Something mobile app. When the independent investigation is complete, the file goes to the Henry County District Attorney's Office for review — the point at which decisions about justification and any charges are made, usually with a fuller public accounting than a preliminary release can give. Awaaz Punjab will update this story when the bureau or the district attorney releases the officer's identity, video findings, or a charging decision.
