Chinese Foreign Minister Wang Yi held talks over tea in Beijing on Wednesday, November 4, with his counterparts from Cambodia and Thailand, in discussions China's state media described as constructive and aimed at strengthening cooperation and safeguarding regional stability. The tea took place on the sidelines of the 11th Lancang-Mekong Cooperation (LMC) Foreign Ministers' Meeting in Beijing and focused on promoting confidence-building measures between Cambodia and Thailand and improving their bilateral relations, Xinhua reported via People's Daily.

The two visiting ministers were Prak Sokhonn, Cambodia's Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, and Sihasak Phuangketkeow, Thailand's Deputy Prime Minister and Minister of Foreign Affairs, according to China's Foreign Ministry account of the tea. Sihasak co-chaired the Lancang-Mekong meeting with Wang Yi.

Security and an 'innovation corridor' at the main meeting

At the main ministers' meeting, Wang Yi said China and the Southeast Asian countries of the Lancang-Mekong Cooperation need to fortify integrated law-enforcement and security cooperation, Reuters reported. Thailand's Foreign Minister Sihasak Phuangketkeow said the meeting also discussed advancing an innovation corridor with cooperation in smart agriculture, digital trade, AI, education, healthcare and sustainable tourism. The ministers made the remarks at a joint press conference in Beijing.

Vietnam's Foreign Minister Le Hoai Trung, who attended at Wang Yi's invitation, proposed focusing on building a resilient and innovative Mekong-Lancang region, strengthening regional connectivity and boosting coordination between the LMC and other regional and Mekong cooperation mechanisms, the Vietnam News Agency reported. The meeting brought together the deputy prime ministers and foreign ministers of Cambodia, Laos and Thailand, Vietnam's foreign minister, China's foreign minister and Myanmar's minister for planning, national development, investment and foreign economic relations.

The ministers valued the results of LMC cooperation since the 10th foreign ministers' meeting in August 2025, particularly implementation of the LMC Action Plan for 2023-2027, growth in trade turnover and specific projects funded by the LMC Special Fund, the VNA report said. Le Hoai Trung also held separate talks with Wang Yi the same day.

What is solid

  • Wang Yi met Cambodia's Prak Sokhonn and Thailand's Sihasak Phuangketkeow over tea in Beijing on November 4, on the sidelines of the 11th Lancang-Mekong foreign ministers' meeting, China's Foreign Ministry and Xinhua reported
  • The tea focused on confidence-building measures between Cambodia and Thailand and improving their bilateral relations, Xinhua reported
  • Wang Yi called at the main meeting for integrated law-enforcement and security cooperation among the LMC countries, Reuters reported

What is only claimed

  • No concrete new step was named in Beijing's or Cambodia's account of the tea from the five confidence-building measures the two countries' prime ministers agreed at Cebu on May 7 — the accounts speak of promoting the measures without specifying one
  • Whether the Beijing tea produces a visible change before the two governments' next commission meeting, scheduled in Kuala Lumpur on November 24-27, remains untested

Background: neighbours repairing a border relationship

Cambodia and Thailand are working through a fragile border relationship after deadly clashes along their shared border last year and a ceasefire agreed in December; both sides have accused each other of failing to respect the truce. China has repeatedly offered platforms for direct dialogue between the two — Wang Yi voiced support in April for normalising relations — and the two prime ministers tasked their foreign ministers at Cebu on May 7 with following up a list of confidence-building measures.

The two neighbours have also set up direct channels of their own — including a naval hotline reported earlier here: Thailand and Cambodia set up a naval hotline

What happens next

The two governments meet next in Kuala Lumpur from November 24 to 27, for the third meeting of the commission on their sea boundary, Cambodia's Foreign Ministry said — the next dated test of whether the Beijing confidence-building talk turns into named steps. The Lancang-Mekong ministers, for their part, left Beijing with the law-enforcement push and the innovation-corridor agenda Sihasak described, but no new fund or treaty was announced in the reports.
