The US Treasury Department on Wednesday, November 4, issued fresh sanctions against companies and individuals based in India and Turkey for their alleged support of Iran, warning that Washington will continue to go after anyone who supports the Iranian government. The action is part of the Trump administration's "Operation Economic Outcast," which aims to cut off Iran's ability to sell oil to fund its war with the United States and Israel. All of the wrongdoing described below is alleged by the Treasury; the designations are accusations by the US government, not court findings.

The India network: alleged false flags for Iran's shadow fleet

Treasury said Wednesday's action targeted what it called "the vast criminal network" run by India-based Suniel Kumar Sharma, his wife Jaspreet Preeti Shahid, and two other Indian citizens who head two of the couple's businesses, as well as nine separate entities connected to Sharma. The Treasury alleged the network provided false flags and maritime certifications to sanctioned vessels transporting Iranian petroleum, including vessels operating on behalf of the Iranian military and its proxies — the so-called shadow fleet that moves Iranian oil outside normal shipping rules.

Entities named by the Treasury include Oceaniek Technologies India, Aryavart Ship Management Private Limited, Precept Trends Private Limited, Polynesia Maritime Private Limited, Alexarya Finserv Private Limited, Alexarya Media and Entertainment Private Limited, Viharaboating Private Limited and the Aryavart Maritime and Educational Trust. The Treasury's Office of Foreign Assets Control (OFAC) also issued a new alert to industry warning of the sanctions risk of dealing with potentially false-flagged vessels.

The Turkish firm: ground services for sanctioned Iranian airlines

Separately, the Treasury sanctioned Turkey-based Fugo Ground Services Inc for its ongoing services in support of Iran's heavily sanctioned aviation sector, which Washington calls a key enabler of the regime. Treasury said Fugo provided ground handling and other services to several US-sanctioned Iranian airlines that continued to fly to Turkey, including Iran Air Tour, Saha Airlines, Taban Airlines and Ata Airlines; the Hindu BusinessLine's report of the Treasury release also lists Sepehran Airlines and Varesh Airlines among the carriers served.

Treasury Secretary Scott Bessent said the US government would continue to go after anyone who supported Tehran. "As we have said many times, under Operation Economic Outcast, you are either with us or against us. We know where you are, and we will sanction those who continue supporting the Iranian regime, whether by land, sea, or air," Bessent said in a post on X, according to the Hindu BusinessLine. The sanctions freeze the US-linked assets of designated persons, prohibit most dealings with them, and extend curbs to companies of which they own at least 50 percent.

What is solid

  • The US Treasury designated India- and Turkey-based persons and entities on Wednesday, November 4, under Executive Order 13902 as part of Operation Economic Outcast (Treasury, via Reuters and Hindu BusinessLine)
  • Named individuals include India-based Suniel Kumar Sharma and his wife Jaspreet Preeti Shahid, plus two other Indian citizens and nine Sharma-connected entities; Turkey-based Fugo Ground Services Inc was also designated
  • The designations freeze US-linked assets, prohibit most dealings with the designated persons, and extend to entities they own 50 percent or more of
  • OFAC issued a new industry alert on the sanctions risk of dealing with potentially false-flagged vessels

What is only claimed

  • Everything about the underlying conduct is a US Treasury allegation: that the Sharma network supplied false flags and certifications to vessels carrying Iranian petroleum, and that Fugo's services supported Iran's sanctioned aviation sector. The designated persons and firms have not been convicted of these claims in court, and no response from them is reported in the sources used here

What happens next

The practical pressure now falls on shipping, insurance and aviation-service firms far beyond the named parties: OFAC's false-flag alert means any company dealing with vessels whose flags or certificates trace back to the designated network risks US sanctions itself. For India, the designations put a named Indian maritime network at the centre of Washington's Iran oil crackdown — and raise the question of whether Indian authorities open their own inquiry into the companies' registrations and certifications. Watch for responses from the designated individuals and firms, and for any statement from New Delhi or Ankara.
