The Election Commission of India (ECI) on Friday, November 6, directed the Chief Electoral Officers of Delhi, Maharashtra, Haryana, Andhra Pradesh, Jharkhand, Telangana and Nagaland to give voters left out of the draft electoral roll during the ongoing Special Intensive Revision (SIR) one more opportunity to get their names into the final roll, IANS reported, citing the Commission's statement.

The voters covered are those who were issued enumeration forms but whose names could not be included in the draft roll because they were marked Absent, Shifted, Dead or Duplicate — ASDD — and whose enumeration forms were not received back. Booth-wise lists of all such voters will be displayed afresh on the notice boards of the respective polling stations, the Commission said.

A voter marked ASDD who has shifted residence within the same state will not need to file Form-8; instead, they will submit the enumeration form with the statement in Annexure-C, giving the new address and Assembly constituency. A voter who has already filed Form-6 for fresh enrolment during the SIR need not submit the enumeration form afresh — their Form-6 will be processed under the Commission's clarification of November 3, IANS reported.

Partially filled enumeration forms for ASDD voters will be generated afresh on the ERO dashboard in ECINET, and district election officers and electoral registration officers have been told to make all possible efforts to contact the voters through booth-level officers and deliver the forms physically or through WhatsApp, e-mail or SMS.

The Commission added that chief electoral officers will put a comprehensive monitoring mechanism in place so that no voter is deprived of the opportunity to get their name included in the final electoral roll.
