Nearly 1,200 Chicago parking workers walked out on Tuesday, November 3, launching an unfair labour practice (ULP) strike against parking operators across the Chicagoland area on the morning of Election Day — and by the afternoon their union was publicly asking Illinois' governor and attorney general not to cross any picket line that reaches Navy Pier, where Illinois Democrats hold their election-night gathering. The strike by Teamsters Local 727 members began at 5:30 a.m. at O'Hare International Airport, McCormick Place and the Hyatt Regency, the Chicago Sun-Times reported, and covers parking garages staffed by the union across the city.

The walkout came after members overwhelmingly voted down what the union called the employers' 'last, best, and final' offer. The employers bargain collectively through the Chicago Parking Association under the Master Parking Agreement, which expired on October 31. More than 98 percent of voting members had authorized a ULP strike ahead of that deadline, according to the union and the Sun-Times.

What the union alleges — and what is not yet answered
Local 727 says it has filed, or is preparing to file, unfair labour practice charges alleging refusal to bargain, failure to provide information, unilateral changes to working conditions, retaliation, and unlawful surveillance. Those are allegations by the union, not findings: ULP charges are investigated by the National Labor Relations Board, and no ruling has been reported in this dispute. The Chicago Parking Association and the individual operators had issued no public response in the reports reviewed by Awaaz Punjab on Tuesday afternoon, and this story will be updated if they do.
'These companies broke the law and forced our members onto the strike line,' said John T. Coli Jr., Secretary-Treasurer of Teamsters Local 727. 'Parking workers keep Chicagoland moving every day, but employers chose delay tactics, labor law violations, and disrespect instead of bargaining a fair contract. Our members are united and ready to stay in this fight for as long as it takes.' Carolyn German, a Local 727 steward, added: 'Our work matters to the people who live, work, and travel throughout Chicago. We're on strike because these companies refuse to follow the law and negotiate fairly.' Both statements are the union's account of the dispute.

The operators in the agreement
The strike could include every workforce covered by the Master Parking Agreement — attendants, porters and related staff working for SP Plus/Metropolis, LAZ Parking, InterPark, ABM, Imperial/Reimagine Parking, Legacy Parking, ACE, Peoples Auto Park, Advance Parking, Metro Valet, Park Plus, Pioneer Parking, Vargas, Secure Parking, and Windy City Parking Services. Local 727 members staff parking at airports, hospitals, hotels, office buildings and entertainment venues across greater Chicagoland — which is why a parking strike in Chicago reaches far beyond drivers looking for a space: it touches the garages used by air travellers, hospital visitors and downtown workers alike.
The Navy Pier question on election night
In a second statement issued at 2:26 p.m. Eastern on Tuesday, the union called on Governor JB Pritzker, Attorney General Kwame Raoul and other Illinois Democrats to honour any potential picket line at Navy Pier. Local 727 members have staffed parking facilities serving Navy Pier for decades, the union said, and the picket could expand to garages there — the same venue hosting the Democrats' election-night gathering. 'Working people deserve more than just words,' Coli said. 'Tonight is an opportunity for elected leaders to stand with workers who are fighting for their future. Governor Pritzker, Attorney General Raoul, and every Democrat attending events at Navy Pier should respect any picket line and refuse to cross it.' He added: 'Our members aren't asking for special treatment. They're asking for their elected officials to stand with them when it matters.' Neither the governor's nor the attorney general's office had publicly answered the call in the reports reviewed on Tuesday afternoon.

Chicago is one of the largest Punjabi diaspora hubs in the United States, and O'Hare is its front door. Anyone flying in or out of O'Hare, driving to a downtown hospital, hotel or office garage, or heading to Navy Pier on election night may find union pickets at the garage entrance and thinner staffing inside — allow extra time, and check your garage operator's own updates before you travel. The dispute is also a window on a workforce Punjabi families know well: parking attendants and porters are exactly the kind of shift-based, immigrant-heavy service jobs in which many newcomers start out in Chicago.
What happens next
Three things to watch. First, whether pickets actually appear at Navy Pier before the Democrats' election-night event, and how Pritzker and Raoul respond — the union has put the question to them in public, on the record. Second, whether the strike expands from the first three locations to more of the 15 operators' garages, as the union warns it can. Third, the bargaining itself: the employers' 'final offer' has been rejected, the contract has expired, and the ULP charges now move through the federal labour-board process while both sides decide whether to return to the table. Awaaz Punjab will follow the strike's effect on O'Hare and downtown parking as it develops.
